It is January 1st, 1936, and President Alexander Fyodorovich Kerensky is at the helm of the fledgling Russian Republic in a world on the brink of a new conflict. The Central Powers, led by the German Empire, have won the Great War. Their victory over the Entente has set off a remarkable chain of events over the following two decades, including the victory of the Whites over the Reds in the Russian Civil War. This has led to the reestablishment of the 1917 Russian Republic almost a decade later and the final passage of a democratic constitution that granted wide civil rights and civil liberties.
However, while fighting the Civil War, the Russians were forced to accept the devastating Treaty of Brest-Litovsk, which resulted in several concessions in the western portion of the old empire as well as the loss of the crucial eastern port of Vladivostok to the Japanese. Meanwhile, reactionary left-wing syndicalist movements have seized power in economically devastated post-war France and Britain, leading to the establishment of the Commune of France and the Union of Britain as successor states. The previous French government remains in control of Northern Africa and several colonies, while the British royal family has been exiled to Canada. With the syndicalist states forming an alliance in the Syndicalist International, Germany leading the Reichspakt, and the exiled French and Commonwealth states maintaining the Entente, the world is once again a powder keg ready to ignite.
Across the Atlantic, the United States has been impacted by a serious economic downturn due to its decision to avoid entering the Great War. It is currently facing a period of political divisiveness not seen since the 1850s, with the traditional Republican and Democratic parties facing serious challenges from both Jack Reed of the Combined Syndicates of America in the Midwest and Huey Long of the American Union Party in the South in upcoming national elections.
As the year 1936 begins, the Russian Republic is the biggest undeclared player on the Western/European board, with a liberal government that occupies a political space to the right of the syndicalists and to the left of the persisting monarchies and authoritarian democracies that dominate the rest of Europe. The delegates in this committee will serve as President Kerensky’s top ministers, representing several political parties that Kerensky has brought together in a grand coalition to help stabilize the young and turbulent republic. Over the course of this committee, the delegates will be tasked with finding a direction for Russia on the world stage while maintaining stability at home as they navigate through this next phase of the 20th century.
